New economic statecraft
Economic statecraft is a multifaceted approach that combines economic policies, financial instruments, and strategic thinking to advance a nation’s interests on the global stage. Refers to the strategic use of economic tools by states to achieve their security interests and influence international affairs.
The conference will address valuable insights for policymakers, researchers, and business professionals interested in wealth creation, power projection, or their intersection with the new economic statecraft.

Vinod K. Aggarwal
Director, Berkeley APEC Study Center (BASC)
Vinod (Vinnie) Aggarwal is Distinguished Professor and holds the Alann P. Bedford Endowed Chair, Department of Political Science; Affiliated Professor, Haas School of Business; Director of the Berkeley Asia Pacific Economic Cooperation Study Center (BASC); and Fellow in the Public Law and Policy Center, Berkeley Law School, all at UC Berkeley. He is also Editor-in-Chief of the Cambridge journal Business and Politics. Dr. Aggarwal is a lifetime Council on Foreign Relations member and has held fellowships from the Brookings Institution, Rockefeller Foundation, East-West Center, Woodrow Wilson Center, and the Japan Foundation. He has been a Visiting Professor at the Geneva Graduate Institute, INSEAD, Yonsei University, NTU, Chung-Ang University, and the University of Hawaii, where he is an Affiliate Faculty member in Asian Studies. He has won the Cheit Outstanding Teaching Award for both MBA and Ph.D. teaching at the Haas School of Business. Prof. Aggarwal has published over 22 books and 160 articles and book chapters. His most recent book is Great Power Competition and Middle Power Strategies (2023) and his book the Oxford Handbook on Geoeconomics and Economic Statecraft is forthcoming. He received his B.A. from the University of Michigan and his M.A. and Ph.D. from Stanford University.

Professional in Government and International Relations from Externado de Colombia University. Research and professional focus on contemporary China, Asian thought, Asia’s geopolitics, China-Latin America relations, emerging economies, South-South cooperation, and transformations in the international system. Member of ALADAA, REDINTERCOL, ISA, LASA, Latin America and the Caribbean – China Network (Red América Latina y el Caribe – China), Redcaem.
Luis Antonio Orozco
Full professor at School of Management Universidad Externado de Colombia.
Business administrator from the Pontificia Universidad Javeriana and Ph.D. in administration from the Universidad de los Andes in Colombia. He is associate editor of the Journal of Management History of Emerald Publishing (Q1 in Scopus), member of the Scientific Committee and reviewer at the International Society for Scientometrics and Informetrics congresses, editor and evaluator of Palgrave Macmillan – Springer, founding member of the Governance and Management of Science, Technology and Innovation Network – GCTI Network, member of BeLatin University of California Berkeley, board member of Academy of Innovation entrepreneurship and knowledge network – Aciek and senior researcher recognized by the Ministry of Science, Technology and Innovation of Colombia.
Gonzalo Ordóñez
Dean of the Faculty of Finance, Government and International Relations at the Universidad Externado de Colombia in Bogotá.
Professor of Methods of Public Policy Analysis and Design, and of Knowledge and Innovation Management and Governance at the same Faculty. He is also Visiting Professor of Public Policy Analysis and Codirector of the International Research Evaluation Courses of the STePS Department of the Faculty of Social, Management and Behavioral Sciences of the University of Twente. He holds a PhD in Public Policy from the Georgia Institute of Technology, and Georgia State University (USA), a 2 Master in International Economic Law from the University of Nanterre – Paris X (France), a Master in International Economics and Economic Development from the Université Paris I-PanthéonSorbonne (France) and earned his Bachelor in Finance and International Relations from the Universidad Externado de Colombia. He was Executive Director of the Colombian Observatory of Science and Technology (OCyT), Director of the Center for Research and Special Projects (CIPE) of the Universidad Externado and consultant for the Inter-American Development Bank, the World Bank and the European Commission. He has conducted research, ex-post evaluation and prospective studies of knowledge, science, technology and innovation policies and programs focused on emerging economies.
